为进一步加快推进我市“多证合一”登记制度改革,市工商局等六部门制定了关于开展外贸领域“多证合一”改革的实施方案》,现印发给你们,请结合工作实际,认真贯彻执行。

关于开展外贸领域

“多证合一”改革的实施方案

 

为贯彻落实北京市人民政府办公厅《关于加快推进“多证合一”登记制度改革的实施意见》(京政办发201738号),加快推进本市外贸领域“多证合一”改革落地,规范、统一部门间业务流程,加强数据交换的安全性、及时性和完整性,特制定本方案。

一、总体要求

(一)指导思想

认真贯彻落实党的十九大精神,按照国务院“放管服”改革的总体部署和市委市政府对优化首都营商环境的新要求,深入推进服务业扩大开放综合试点,进一步降低制度性交易成本,努力打通群众办事“最后一公里”。

(二)工作目标

以便捷、高效、利民为目标,整合 “含金量”高的涉企证照事项,通过“一表填报、一窗受理”,加强部门间信息传递和共享,进一步缩短企业开办时间,最大程度地推进市场准入便利化。

(三)基本原则

一是坚持重点突出。紧紧围绕深化服务业扩大开放综合试点改革,在外贸领域率先实行“多证合一”。根据实施情况适时复制推广到其他领域。

二是坚持规范统一。充分考虑各部门各事项的差异性管理需要,通过流程再造、细化标准,统一业务流程、统一数据标准、统一操作规范,打造标准化、专业化、便利化的准入服务模式。

三是坚持信息共享。充分运用信息化手段支撑业务应用。涉及部门之间的信息确认和材料传递通过信息化手段实现。最大限度减少企业多部门申请、重复填报。

四是坚持放管结合。通过深化信息共享,打破信息孤岛和数据烟囱,为监管业务协同提供支撑和保障。充分发挥北京企业信用信息公示系统的作用,降低交易风险,减少监管成本,提高管理效率。

二、主要任务

(一)明确事项范围

市公安局“企业刻制印章备案”“外商驻京机构、三资企业备案登记”、市商务委“对外贸易经营者备案登记”“国际货运代理企业备案登记”、北京海关“进出口货物收发货人备案”、北京出入境检验检疫局“出入境检验检疫报检企业备案登记”“原产地证书申请人身份确认”、北京住房公积金管理中心“住房公积金单位登记”纳入本市外贸领域“多证合一”改革范围。

(二)明确合办流程

一是统一入口。申请人通过“北京工商网上登记申请服务平台”申请办理工商登记时,如需办理相关合办事项的,可以一并填报合办事项信息。工商登记完成后,工商部门将工商登记基本信息及合办事项所需个性化信息一并推送至合办事项涉及的行政管理部门。

二是网上审批。合办事项各部门收到工商部门推送的数据信息后,原则上采取网上审批模式,除个别业务需要,企业无需再提供相关纸质申请材料、无需再填报其他企业信息。合办事项的办理结果通过北京市企业信用信息公示系统、短信提示、部门官网等渠道及时告知企业。

三是信息共享。合办事项各部门将办理结果及时反馈至工商部门。工商部门按照主体名下归结果的原则,及时将企业合办事项的结果性信息通过北京市企业信用信息公示系统向社会公示,进一步完善企业信用信息,提升协同监管水平。

三、工作要求

(一)加强组织领导

开展外贸领域“多证合一”是进一步推进放管服改革、解决群众办事难问题、优化首都营商环境的重要创新措施。各单位要充分认识此项工作的重要性,加强组织领导,统筹组织实施,制定落实方案,细化工作制度,确保改革在201712月底前顺利实施。

(二)强化工作保障

各单位要紧密结合当前的改革实际,以便利群众办事为出发点和落脚点,做好人员安排、硬件设备、流程设置、协作配合等工作,确保业务流程规范、软硬件支撑到位,部门衔接顺畅。在使用共享交换数据时,应严格遵守国家和各部门信息安全相关法律、法规和规章制度,履行对共享数据的安全保密义务。

(三)加强宣传培训

各单位要根据改革变化做好本部门本领域业务培训和改革宣传。充分利用多种渠道,帮助办事人知晓改革政策措施,告知办事人在具体操作过程中的注意事项;强化对工作人员的系统操作和业务培训。要注重总结分析,及时梳理解决突出问题。

Implementation Plan to Carry Out the “Multiple License Integration” Reform in the Foreign Trade Sector

 

 

This Plan is made to carry out the Implementation Opinions on Accelerating the Reform of “Multiple-into-one” License Registration System (Beijing Government Office Document [2017] No. 38) issued by the Executive Office of People's Government of Beijing Municipality, to accelerate the actual practice of the “multiple license integration" reform in the foreign trade sector of Beijing Municipality, regulate and unify the business flow between different authorities, and strengthen the security, timeliness and integrity of data exchange.

I. General Requirements

i. Guidelines

We should carry out the spirit of the Nineteenth National Congress of the Communist Party of China in earnest, proceed with the integrated pilot of enlarging the opening up in the service industry, further reduce the institution-related transaction cost and strive to solve the “last mile” issue in government work associated with the people, pursuant to the overall arrangement of the State Council for the “relaxation, administration and service” reform and the new requirements set by the Beijing Municipal Committee of the Communist Party of China and the People’s Government of Beijing Municipality for optimizing the business environment of the capital. 

ii. Working objectives

We should aim at convenience, high efficiency and benefit for people, integrate enterprise-related licensing affairs with a high “gold content”, strengthen the transition and sharing of information between authorities through “filling one table and processing at one window” to further reduce the opening time of enterprises and promote market access facilitation to the biggest extent.

iii. Basic principles

First, we should adhere to highlighting key issues. We should closely focus on the integrated reform of enlarging the opening up in the service industry and first realize “multiple license integration" in the foreign trade sector. We should copy and promote the reform to other sectors when appropriate based on the implementation status.

Second, we should adhere to the principle of compliance and uniformity. We should take into full consideration differential administrative needs of different authorities and different affairs, and establish access service modes featuring standardization, professionalization and facilitation by reengineering and refining standards, and unifying business flows, data standards and operating procedures.

Third, we should adhere to the sharing of information. We should fully employ information technology measures to support business applications. We should realize the confirmation of information and transition of documents between different authorities through information technology measures. We should reduce enterprises’ application to multiple authorities and repeated submission of documents to the biggest extent.

Fourth, we should adhere to the combination between relaxation and supervision. We should eliminate information islands and data chimneys by deepening the sharing of information to support and secure the supervisory business collaboration. We should fully exert functions of the Beijing disclosure system for credit information of enterprises to reduce the transaction risk, reduce the supervision cost and increase management efficiency.

II. Major Tasks

i. Determine the scope of affairs

The “multiple license integration" reform should cover the “Corporate Seal Carving Recordation”, the “Registration of Foreign Enterprises’ Institutions in Beijing and Enterprises with Foreign Investment” of the Beijing Municipal Public Security Bureau; the “Foreign Trade Operator Registration” and the “International Freight Forwarder Registration” of the Beijing Municipal Commission of Commerce; the “Import & Export Goods Shipper & Receiver Registration” of Beijing Customs House; the “Exit-Entry Inspection & Quarantine Application Enterprise Registration” and the “Confirmation of Origin Certificate Applicant” of Beijing Entry-Exit Inspection and Quarantine Bureau; and the “Housing Provident Fund Organization Registration” of Beijing Municipal Administration Center for Housing Provident Fund.

ii. Define the collaborative processing flow

First, we should streamline the entry process. If an applicant needs to conduct relevant collaborative processing affairs when applying for industry and commerce registration with the “BAIC Online Registration Application Service Platform”, the applicant can enter the information of matters for collaborative processing. After completing industry and commerce registration, the industry and commerce administration authority should push the basic information of industry and commerce registration together with personalized information required for collaborative processing to the administrative authorities involved in the collaborative processing affair.

Second, we should implement online approval. After receiving data and information pushed from the industry and commerce administration authority, the authorities dealing with collaborative processing affairs should adopt the online approval mode in principle, and the enterprise will no longer submit relevant paper application documents or provide other corporate information, unless some business affairs need the same. The authorities should notify the enterprise of the processing result of the collaborative processing affair through the Beijing disclosure system for credit information of enterprises, short message alert, official websites of the authorities and other channels.

Third, sharing of information. The authorities dealing with collaborative processing affairs should feed the processing result to the industry and commerce administration authority in a timely fashion. Pursuant to the principle of attributing a result to the applicant, the industry and commerce administration authority should in a timely manner disclose the final result information involving the collaborative processing affair of the enterprise through the Beijing disclosure system for credit information of enterprises, further supplement credit information of the enterprise and improve the level of collaborative supervision.

III. Working Requirements

i. Strengthen organization and leadership.

Implementing the “multiple license integration” reform in the foreign trade sector is an important innovative measure to carry forward the relaxation, supervision and service reform, solve difficulties of the people in applying for government service and optimize the business environment in the capital. All authorities should fully realize the importance of the work, strengthen organization and leadership, and implement the reform in a coordinated manner. They should make action plans, elaborate working systems and ensure smooth implementation of the reform prior to the end of December 2017.

ii. Reinforce work support

Based on the actual situation of the reform, all authorities should cherish the concept of working for the people, do a good job in staff arrangement, hardware equipment, flow setting, collaboration and other fields, and ensure the compliance of business, availability of software and hardware support and smooth collaboration between authorities. When using shared data, the authorities should strictly observe laws, regulations and rules of the state and different authorities pertaining to information security and perform the obligation to assure the security and confidentiality of shared data.

iii. Strengthen publicity and training

All authorities should carry forward business training and publicity the reform in respective sphere of responsibilities based on dynamics of the reform. They should make full use of various channels to help applicants understand reform policies and measures, inform applicants of matters requiring attention during concrete operation and reinforce system operation and business training for staff. They should pay attention to summary and analysis and combing and solving eminent issues in a timely manner.
